Some low-income and emerging economies are facing the problem of "excessive groundwater extraction," which happens when farmers have inadequate incentives to conserve the common water source. A new findings suggests cheap electricity is often to blame for the problem, which has driven down groundwater basins in many areas. When farmers pay little or nothing for electricity, they are in effect receiving an indirect subsidy for excessive groundwater pumping. Unreliable electricity supply could limit groundwater pumping, but it also encourages pumping whenever power is available and damages pump sets. Electricity pricing reform can address the problem and reduce inefficient use of electricity. Excessive groundwater pumping can be curbed, for example, if farmers have to pay both the full cost of reliable electricity supply and an additional charge for depletion of the scarce water supply. We need an analytical framework to evaluate efficient ways to pump water and how electricity and water use policies can improve efficiency. The additional charge for groundwater depletion, for example, can be calculated using just a few pieces of data, making it easy to adopt in practice.
